Conference concept
The FIFTH INTERNATIONAL CONFERENCE ON THE FOUNDATIONS OF INFORMATION SCIENCE (FIS-2013) will be held under the motto of:
Perspectives of Information in Global Education
as a New Approach for the 21st Century.
Within the information society, education will be the strategic, competitive edge for future communities. Although technological improvement is actually, primarily driving the development process of communities, the focus on the humanities aspects of information handling will be the critical success factor for communities to a successful sustainable enhancement of its society within a competitive environment. Education on all levels, primary, advanced and academic, has to consider this fact and develop future oriented strategies to meet this challenge.
Within the general ISIS concept of being an open platform for all fields of information research, this conference especially aims to address the topic of “Global Education” for future generations which occurs in all academic disciplines of knowledge development like information philosophy and ethics, humanitarian aspects, economy, life science and the technical development of information systems.
Therefore, this conference will present the past development of the field, as well as the actual status of research and knowledge and ongoing activities to shape the future towards an integrated view on “Global Education”.
We invite all research institutions, researchers, governmental and non-governmental institutions, as well as industrial establishments, interested in this field, to join the conference in order to learn about the actual status, discuss future ways for the development and contribute to the shape of this strategic field for the future.

10. Study of the General Theory of Information in Education.
11. The Prerequisites of the Information and Computer Sciences Convergence.
Principal Structure of the Conference
The conference is divided into 2 parts:
Open conference for all participants — 3 days.
ISIS General Assembly (ISIS members only) — ½ day.
The open conference is scheduled for 3 days with around 5 plenary sessions and one round table discussion for a half day. The speakers for the plenary session will be preselected and invited by the Program Committee. Every plenary report is an invited report. A conference fee of USD 100 will be obligatory for every participant.
During the conference the speeches will be translated in Russian and English.
During the conference there will be an exhibition of new books and publications.
Conference Organization Procedure
To meet the time schedule, selection and invitation of speakers took place in November 2012. As a prerequisite the financial conditions and funds have to be clarified.
The speakers are requested to send the theses of their reports to the program committee at the latest the end of March 2013. The thesis reports will be published on the ISIS webpage and the website of Moscow University for the Humanities.
A Chinese website has been requested and it may be organized by the Chinese section of the ISIS.
It is planned to publish the reports and proceedings via Internet on the ISIS web portal and the portal of Moscow University for the Humanities. Afterwards, a print version is aimed to be created in English and Russian and published.
