Yusupov V. Z. Project and Targeted Management of Additional Education Development in a Higher Education Institution

Abstract ♦ Strategic guidelines for knowledge-driven economy and social sphere development in Russia provide the necessity to promote innovation activity in education. This activity is realized by means of innovation projects and programmes, which are the subject-matter of specially organized project management. The article deals with its variety — project and targeted management based on targeted projects of additional vocational education.
The methodological foundations of project and targeted management are a philosophical vision about projecting as a method of social system development, methodology of system projection, the resource-based and project and targeted approaches as well as the process conception of project management. Relying on this conception, the author of the article has discovered, investigated and described a set of functions of targeted educational project management. The subjects of management activity realize these functions in relation to the management of project’s content, its quality, cost, time, human resources, risks, communications and contracts.
In the course of the experimental work under the guidance of the author, some project portfolios were developed and realized. For example, in Capital Financial and Humanitarian Academy the project portfolio “The Projection of Educational Programmes in the Context of Preparation and Change-over to the New Federal State Educational Standards” became the most large-scale in 2012–2013.
Targeted educational project is a complete cycle of its participants’ team-work, limited in time, budget and resources. It involves contract placement and performance for a tertiary institution to render additional educational services in order to meet state and municipal needs for continuing education and professional retraining of workers. In the documentary form, this project is a text of additional educational programme and other teaching and learning aids.
In the course of the experimental work, there was a substantial increase of the amount of implemented additional educational programmes, the number of trained people and the proportion of educators — developers of targeted projects. At the same time there was an increase of the tertiary institution’s income and R&D scope calculated per one educational research worker who takes part in the experiment.
